Rise in Teen Marijuana Use Demonstrates Continued

The 23rd annual Partnership Attitude Tracking Study (PATS) was released today, showing an increase in teen marijuana use and reductions in prescription drug misuse and especially cigarette smoking.

Smoking rates have declined with 22 percent of teens reporting smoking cigarettes in the past month — down 19 percent from 27 percent last year. Past-month usage of marijuana replica watches, though, grew from 19 percent in 2008 to 27 percent last year.

The continued decline in teen cigarette smoking is great news — not just because it’s the most deadly drug but also because it reveals that legal regulation and honest education are more effective than prohibition and criminalization. Although the U.S. arrests 750,000 people every year for nothing more than possessing a small amount of marijuana replica watches, teens consistently report that marijuana is easier to obtain than alcohol.

It’s time we developed a comprehensive strategy for dealing with drug abuse in the 21st century by focusing on what works and what doesn’t. It’s time to step back and ask ourselves what’s the best way to solve the problem we’re trying to solve — how to reduce drug abuse and addiction — and use the best available evidence to guide us. And, ultimately, it’s time to bring marijuana out of the shadows and under the rule of law. The evidence shows that the most effective way to reduce teen marijuana use would be to regulate it in a manner similar to alcohol, with age limits, licensing controls, and other regulatory restrictions.

Rather than measuring success based on slight fluctuations in drug use, the primary measure of the effectiveness of our nation’s drug policies should be the reduction of drug-related harm. A rational drug policy would prioritize reducing the problems associated with drug misuse itself — such as overdose, addiction and disease transmission — and the problems associated with drug prohibition, such as mass incarceration, erosion of civil liberties, and egregious racial disparities in enforcement, prosecution and sentencing. When evaluating policy options, we must consider the fiscal, health and human costs of arresting more than 1.6 million Americans each year on drug charges, including more than 750 replica watches,000 for marijuana possession alone. Looking at use rates in a vacuum is missing the forest for the trees.

5 Credit Card Rules for New Grads

It’s that time of year when tassels are turned and graduation caps are tossed into the air. And ready or not, a new group of young adults venture out into the real world.

If you just graduated, you might be looking forward to managing money on your own. Certainly, it’s deliciously liberating. But it can also be tricky, especially with credit cards because it’s so easy to spend like a maniac and get yourself into debt.

So to help you get started on the right track, I’ve put together five credit card rules that you should always keep in mind:

Rule #1: Don’t fall for flattery

You’ve probably received credit card offers while in college. You may even already have one or two cards. But once you’re employed, expect to get a ton of mailed offers.

The envelopes will entice you with language such as, “You’ve been selected!” and “You deserve this opportunity!” Card issuers will do their best to make you feel special and wanted.

Banks do want you Tattoo Of Tattoo Machine, but they also want millions of others whom they told are special, too. Don’t apply for a new card unless you actually need it. Make a rational decision based on your needs and don’t fall for the hype.

Rule #2: Read the fine print before you apply

If you do decide you need a credit card, it’s OK to consider the mailed offers. But also get online and check out credit card comparison sites Tattooing Machine, like Credit.com Tattoo needles, where you can search for cards based on what your needs are and what cards you would qualify for. (You can figure out which cards you would qualify for before applying for them by checking your credit report card.)

Narrow the list down to about a half dozen candidates (maybe less, maybe more, depending on what category you’re looking at). Then read the fine print for each one so you can make an informed choice. You want the card that matches your lifestyle and your needs. For instance, if you’re driving a long distance to work, look at cash-back cards that offer a gas rebate.

There’s really no substitute for reading what’s often called “mouse print.” Think of this as an investment in your financial future. When you know how to earn rewards or avoid fees, you’ll benefit financially.

Rule #3: Pay the balance every month

Honestly, this is a rule that everyone — regardless of age and credit experience — should follow. Now is the perfect time to develop this habit. Pay your bill off every single month with no exception. Set up a budget so you know exactly how much you can put on credit cards for a given month. Don’t exceed that amount because if you do, you might not have the cash flow to pay it off. Then you end up paying interest expense.

If you keep spending, this snowballs and before you know it, you’re in credit card debt. It’s a depressing place to be. I’ve overcome it and many others have, too, but you don’t want to be in that position. It will be a financial setback for a long time.

Rule #4: Pay the credit card bill on time

This may seem like a no-brainer. Of course I’ll pay on time, you say. Well, good intentions sometimes go awry in real life. You must have a system in place so you don’t forget. You’re an adult now and you’ve got work responsibilities, household chores, dry cleaning to drop off. And, of course, a social life to keep track of.

It’s easy to get really, really busy and let the bills slip. Set up reminder e-mails or text alerts from your card issuer. Or use free money management software like Mint and set up weekly bill-paying reminders via e-mail. Handle this in a way that works with your organizational style. Just don’t use your memory as your sole method.

Rule #5: Make a vow to learn about personal finance

Humans don’t instinctively know how to manage money, let alone credit cards. But even if you weren’t taught money skills as a child, you can teach yourself now.

There are lots of personal finance books out there. I like Clark Howard’s books because he offers good tips for making the most of your money. Liz Weston and Farnoosh Torabi (her books are targeted to young adults) also have some really good personal finance books you should read. If you have a Kindle, you can get most books in e-book format and save money.

And don’t forget, the Internet is loaded with websites that want to teach you how to handle credit or set up a spending plan. For instance, free webinars are offered by CredAbility. The teachers are certified by the National Foundation for Credit Counseling (NFCC).

But listen, if you ever find that you’re over your head in debt or cash-flow issues, ask for help. So many grads already have student loan debt and if you add credit card debt to that, you’ll feel overwhelmed. Being in debt is a lonely feeling and there are organizations filled with counselors who want to give you advice. You can reach out for help from the NFCC or from CredAbility.

Jobs growth seen rebounding in April

WASHINGTON, May 1, 2012 (Reuters) — Hiring by U.S. employers likely rebounded in April, which could ease worries the economy has stumbled into a soft patch. People wait in line to enter a job fair in New York April 18, 2012. REUTERS/Shannon Stapleton

Businesses outside the farm sector are expected to have added 170,000 jobs last month, according to a Reuters survey, after rising a meager 120,000 in March. The unemployment rate is seen holding at a three-year low of 8.2 percent.

“It will allay any fears regarding a lapse in the economy,” said Millan Mulraine, an economist at TD Securities in New York.

A rebound in hiring would bring some relief for President Barack Obama, who is under pressure to boost employment ahead of his November re-election bid.

It also could make further support for the economy from the Federal Reserve less likely. The chairman of the U.S. central bank, Ben Bernanke, said last week that monetary policy was “more or less in the right place” even though the Fed would not hesitate to launch another round of bond purchases if the economy were to weaken.

Wall Street economists took that as a sign that odds are pretty slim the Fed, which has already bought $2.3 trillion in bonds in two rounds of so-called quantitative easing, will step in again.

“The bar for QE3 is pretty high,” said Marc Chandler, a currency strategist at Brown Brothers Harriman in New York.

Economists expect a rebound in hiring because they believe the reading in March was largely an anomaly rather than a sign of underlying economic weakness. According to that line of thinking Cheap Emilio Pucci Dresses, mild weather earlier in the year led employers to bring forward hiring at the expense of March.

Now, forecasters think the impact from weather has mostly run its course. Indeed, the consensus forecast for April is just below the average rate of job gains over the prior six months.

But even though other sectors of the economy have recently looked relatively robust, and support the case for a rebound in hiring, the March jobs figure has continued to cast a cloud over the outlook.

RETAIL AND CONSTRUCTION

Data on factory activity this week, however, helped ease concerns the economy had lost momentum at the start of the second quarter.

U.S. manufacturing grew in April at the strongest rate in 10 months, the Institute for Supply Management said on Tuesday.

ISM’s gauge of factory employment rose to its highest level since last June, which bodes well for the jobs report that will be released by the Labor Department at 8:30 a.m. (1230 GMT) on Friday.

The report is expected to show the private sector accounted for all the job gains in April, adding 175 Herve Leger sale,000 new positions, with manufacturing enjoying another month of strong gains.

Public payrolls are expected to contract for the seventh time in eight months as state and local governments struggle with funding shortfalls, though the pace of public sector job losses is slowing.

Average hourly earnings are seen rising 0.2 percent, while the length of the average work week is seen steady at 34.5 hours.

Payroll gains in construction and in retail will be scrutinized closely for any signs that weather is clouding the picture given by the overall increase in jobs.

Hiring in retail and construction slumped in February and March after posting strong gains early in the winter. A stronger performance in April might suggest that the weather effect is receding.

Goodbye, Mr. Terrorist

Elsewhere in Slate, Daniel Byman analyzes the future of al-Qaida after Osama Bin Laden, John Dickerson discusses the president’s proactive role in the assassination, and William Saletan uncovers some holes in the raid narrative. For the most up-to-date-coverage Buy Karen Millen Dresses, visit the Slatest. Slate’s complete coverage is rounded up here.

The May 2, 2011, New York Times

In a leaked New York Times memo, editors gave staffers last-minute instructions to drop the honorific “Mr.” from Osama Bin Laden’s name in Monday’s newspaper. According to the Huffington Post Cheap Christian Audigier Clothing, “it is exceedingly rare for such a prominent public figure to be denied the honorific” in the newspaper. Is that true? Was Bin Laden purposefully dissed?

Sort of. Before his body was dropped into the sea, the Times referred to Osama Bin Laden as “Mr. bin Laden,” per the newspaper’s house style. But the Times style manual does tell editors to “omit courtesy titles of surnames with historic or pre-eminent figures no longer living: Curie; Hitler; Lenin; Napoleon; Newton; Woolf.” Exactly how cold the body needs to be before dropping the title is not specified. No article would ever describe “Mr. Washington” crossing the Delaware, but the Times did refer to “Mr. Ronald Reagan” as recently as last month Emilio Pucci Dresses sale, in a blog post about the budget fight in Congress. (The Gipper died nearly seven years ago.) The paper still refers to Martin Luther King Jr. as Dr. King Cheap Herve leger strapless, 43 years after his death. Even Saddam was listed as “Mr. Hussein” in his obit, and as of last month he still had the honorific.

According to the Times, dropping the terrorist’s title was a last-minute decision of minor importance, made just before going to press. The paper’s print edition was inconsistent on the matter: News stories mentioned “Mr. bin Laden” while the obituary referred to “bin Laden.” But the decision does seem to imply some form of moral judgment. Bin Laden is certainly a historical figure—defined as someone who will be talked about for decades—so he would have gotten the one-name treatment at some point either way. But why now? If George H.W. Bush died tomorrow Replica Chanel Dresses, he would undoubtedly be referred to as “Mr. Bush.” Idi Amin was sent off as “Mr. Amin,” and Joseph Stalin was “Mr. Stalin.” The Times’ decision to forgo any transition period and jump straight to “bin Laden” indicates it had no fears about offending readers by shortening his name.

As such, Bin Laden joins a select crew of name-shortened Times evil-doers. Adolf Hitler was called “Hitler” even while still alive. The same went for fellow Nazis like Erwin Rommel. Pol Pot went without a courtesy title in his 1998 obituary.

Often, the decision to bestow or revoke an honorific boils down to one question: Does this sound weird? Sports figures are not given titles—you’d never say, “Mr. Jeter rounded third base”—unless they’re mentioned on the society page for dating a Kardashian. (In theory, NBA Hall of Famer and former New Jersey Sen. Bill Bradley could be referred to as “Bradley” during his NBA years and “Mr. Bradley” during the Senate section.) None of these rules applies across the entire newspaper. The Times magazine and book review sections have their own systems.

Life or Limb

Collapsed buildings in Haiti

Doctors have swarmed to Haiti from around the world to tend to the victims of last week’s earthquake Cheap Christian Audigier Clothes, including many whose arms or legs were pinned under steel beams or slabs of concrete. Can you die from a crushed limb?

Yes. If your arm or leg were compressed for less than four hours—two hours if you’re elderly or have poor circulation—there is a good chance that doctors will be able to save both your life and your limb. If you manage to survive with a compressed limb for more than eight hours—because you don’t have an open fracture and haven’t succumbed to fatal blood loss—then you’ll almost certainly need an amputation, but the rest of you should be OK. In between those two time frames, emergency doctors face a difficult decision. They can try to save your arm or leg, but the toxins released from its damaged tissues might enter your bloodstream, putting you in grave danger of organ failure.

This all plays out in a chain reaction of systemic effects which doctors call “crush syndrome.” During the first phase of crush syndrome, the limb is still trapped under concrete or another material, and thus cut off from blood flow in either direction. As a result Cheap Christian Audigier Clothes, muscle tissue begins to die, and the collapsing cells release proteins, potassium, and lactic acid. These chemicals Buy Karen Millen Dresses, which circulate through the body at much lower concentrations under normal circumstances Buy Christian Audigier Clothes, accumulate in the affected area. (Dead muscles also tend to harden. If the compressed limb exhibits a wooden quality similar to rigor mortis, it’s likely to be amputated.)

When the concrete is lifted and circulation is restored, fluid rushes into the affected area to dilute the released electrolytes so their local concentration matches that of the rest of the body. Under normal circumstances, bodily fluids circulate through two spaces—the blood vessels and the insides of cells. But after a crushing injury—or any condition that depletes protein stores like liver failure or malnutrition—the fluid becomes sequestered in an extravascular space. (The process is known as “third spacing.”) For some earthquake victims, several gallons of fluid might become sequestered in a swollen, damaged limb in the days following their rescue, resulting in dramatically increased pressure in the affected area and decreased blood pressure in the rest of the body. To prevent hypotension, which can quickly starve vital organs, rescuers often administer fluids to a crush victim through an IV drip even before freeing them. (All of this extra fluid can cause more problems. The blood can become diluted, resulting in anemia.)

While fluids flow into the injured limb, the proteins and potassium flow out into the rest of the body Discount DKNY Dresses, posing an even greater risk to the victim. Once it gets into the bloodstream, this debris from expired muscle tissue can clog up the kidneys. Typically, one-half of those pulled from collapsed buildings experience some degree of kidney failure, and one-half of those survivors require dialysis. The increased potassium concentration can cause the heart to beat irregularly or stop altogether. Lactic acid—also from the damaged muscle tissue—decreases blood pH, exacerbating the risk of cardiac problems.

The lingering effects of crush syndrome can be deadly even days or weeks after rescue. A study of 18 patients admitted to the intensive-care unit following the 1999 Marmara earthquake in Turkey found that eight did not survive their hospital stay. Doctors in Haiti face a particularly challenging situation. Crush syndrome can be managed if electrolyte levels can be closely monitored. But medical centers were destroyed in the earthquake, modern equipment is scarce, and electricity is hard to come by. As a result Cheap Herve Leger gown, amputation–either in the field or in an operating room—is often the safest option.

Going Nuclear

Click here for a guide to following the health care reform story online.

Should Democrats consider “the nuclear option” for passing health reform?

“Mein Führer! I can walk!”— Peter Sellers in Dr. Strangelove, just before the world ends in a nuclear conflagration

It is fundamentally absurd that the Democrats can’t pass health care reform (or much else of any importance) merely because their effective Senate majority, which includes two independents, dropped from 60 to 59. Fifty-nine is a lot of Senate seats! Democrats may take the number for granted Replica Porsche Design Watches, because as recently as the 1960s and 1970s Fake Longines Watches, they often controlled more than 60. But the last time the GOP controlled this many Senate seats was after the 1920 election that put Republican Warren G. Harding into the White House. If Republicans enjoyed a 59-vote majority today, they’d have no time to take seriously any opposition claim that the voters had sent “a very powerful message” by depriving them of a 60th vote. They’d be too busy turning cartwheels.

I’m not suggesting the Democrats use their partisan advantage to emulate the brazen illegal exploits of Harding’s Ohio Gang. But they ought to consider the GOP’s parliamentary reasoning in 2005, when it had 55 Senate seats—as large a majority as it had enjoyed in seven decades. Sen. Trent Lott Replica Ebel Watches, R-Miss., then-chairman of the Rules Committee, termed it “the nuclear option,” but the gambit in question had, until then, gone by the less sensational name “the constitutional option.” It was, and remains, a legitimate way to eliminate the filibuster by a simple majority vote.

The health care bill has already cleared the Senate, but for it to become law Best place to buy Replica Vacheron Constantin Watches, either the House must pass the Senate bill without any changes (something that’s not likely to happen) or both House and Senate must pass the bill again after negotiating their differences and arriving at a common bill or conference report. The problem with the latter course is that the Massachusetts special election deprived Democrats of their 60th filibuster-smashing vote. Many people, including myself, have pointed out that the requirement for a 60-vote majority (which has become ever-more routine for major legislation during the past 20 years, and especially since the Democrats retook the Senate in 2007) is anti-democratic and that the filibuster ought to be eliminated. The problem is how. Senate Rule 22, which sets the cloture majority at 60, says you need even more votes (67) to eliminate the filibuster itself through a rule change. The challenge therefore becomes finding a way to render Rule 22 itself null and void.

The nuclear option achieves that.

By whose authority do the Standing Rules of the Senate govern the Senate? By the Senate’s alone. But what is the Senate Rado Replica Watches, exactly? It is part of a larger entity, the Congress, that expires every two years after the entire House and one-third of the Senate stands for election. We currently have the 111th Congress. In Jan. 2011 we’ll have the 112th. In Jan. 2013 we’ll have the 113th. And so on. The first step in exercising the nuclear option, then, is for the president of the Senate (i.e., Vice President Joe Biden) to state, in effect Buy Cheap Replica Richard Mille Watches, “Previous Congresses can’t tell this Congress what to do. Senate Rule 22 has no force because it was never agreed to by the current Senate.” Biden would then state, “Under Article I, Section 5 of the Constitution, this current Senate may ‘determine the rules of its proceedings.’ I say we change Rule 22 to eliminate the filibuster.” Or modify it, if he wanted to opt for an intermediate reform such as a proposal by Sen. Tom Harkin, D-Iowa, to subject filibusters to a series of cloture votes that begin with a 60-vote requirement and gradually work their way down to a 51-vote requirement. Biden would then put the new rule to a simple-majority vote. After that passed, he would put the health reform conference report (or any number of other Obama initiatives currently stalled in the Senate) to a simple-majority vote.

Senate Republican Leader Mitch McConnell got a problem with that? Too freakin’ bad!

Granted, this is a slight oversimplification. For one thing, Biden might have to wait until Jan. 2011 to do all this, assuming the Senate remembered to reaffirm the Standing Rules back at the start of the 111th Congress in Jan. 2009. For another, once Biden put the rule change to a vote, the change itself would be subject to Senate debate, raising the maddening question of how to end that. He might end it by saying that in the absence of any governing cloture rule, he would follow the parliamentary norm, which favors simple majority votes. Or he might do it by declaring the filibuster itself, or at least the 60-vote cloture requirement, unconstitutional, as some believe it to be. Or some senator could raise that as a point of order. (I refer lovers of parliamentary minutiae to a 2005 report by the Congressional Research Service and a paper that appeared in the winter 2005 Harvard Journal of Law & Public Policy.)
